中華農學會在臺灣的網絡重建與影響

摘要
中華農學會1917年成立於中國大陸，是中國之農學代表社團，也是戰後重要的農學團體，現更名為臺灣農學會。戰後，中華農學會部分會員來臺灣，重組了中華農學會，成為臺灣農業界農業行政、農學、實驗成果的交流園地。雖然臺灣籍的會員人數越來越多，會務的管理初期乃由中國農學家主導，之後本土農學家漸漸進入核心事務。這些農學家在各級農業行政、推廣或試驗單位扮演要職。中華農學會提供他們交流農業發展的平臺，各個農業機關之間得以相互協調。中華農學會發行《中華農學會報》，報導戰後農業的復原情況，之後的各種農作的試驗心得，是農學重要刊物。另外，製作臺灣農業文獻索引，整理了臺灣農業學術演進史。中華農學會每年召集與農業相關之學會舉辦聯合會，討論農業議題與臺灣農業發展方向。
中華農學會雖非政府單位，卻間接推動諸多農業法案，有其重要貢獻。

The Network Reconstruction and Influence of The Agricultural Association of China in Taiwan (1946-1980)

Abstract
The Agricultural Association of China was established in mainland China in 1917. It was the representative association of agricultural science in China and an important agricultural group after the world war Ⅱ. It is now renamed Agricultural Association of Taiwan. After the world war Ⅱ, some members of The Agricultural Association of China came to Taiwan to reorganize the Chinese Agricultural Society, and became a venue for the exchange of agricultural administration, agronomy, and agricultural experiment results in Taiwan. The members of Taiwanese were increasing, but the management of the association was initially dominated by Chinese agronomists, and then local agronomists gradually entered the core affairs. Those agronomists played important positions in agricultural administration, extension or experimental units at all levels.
The Agricultural Association of China provided a platform for them * Professor, National Central University Graduate Institute of History to exchange views on agricultural development, and the various agricultural agencies can coordinate with each other. The Agricultural Association of China published the “ JOURNAL OF THE AGRICULTURAL ASSOCIATION OF CHINA”, which reported the recovery of agriculture and the experience of various agricultural
experiments after the world war Ⅱ. It is an important journal of agronomy. In addition, agricultural literature indexes of Taiwan were produced, and the history of Taiwan’s agricultural academic evolution was sorted out. The Agricultural Association of China
convened alliances of agricultural-related societies every year to discuss agricultural issues and the direction of agricultural development in Taiwan. Although the Agricultural Association of China is a non-government unit, it had indirectly promoted many agricultural
bills and made important contributions.

一、前言
中華農學會（The Agricultural Association of China）成立於1917年，是歷史悠久的農業學術團體，也是中國農學之代表社團。其會員分布於政界，教育與研究單位，在近代中國農業科學化及對戰亂時提出不少見解，目前在中國大陸仍保持原名運作。戰後，中華民國政府接收臺灣時曾設立臺灣分會，隨著中華民國政府播遷來臺，改稱中華農學會臺灣省分會，2008年易名為臺灣農學會。臺灣在日本統治時期亦有相當多的農學社團，但隨著日本政權的結束，這些團體多終止活動。中華農學會不僅是在中國與臺灣歷史最久的農業學術社團，而且這兩個社團有很長一段時間以同樣的會名在兩岸存在著。
臺灣在日本五十年的統治中，農業建設與試驗研究卓然有成。現代中國農業在政權移轉、戰爭、顛沛流離中發展，雖有豐碩的研發，但在不穩定的農業環境中，如何將國內外的農學新知，以及實驗室的成果相互分享，並推廣至社會大眾，是當時難解的問題。1 其間，中華農學會長期在農業學術社群中提供試驗成果、農
業政策建議的交流平臺，為推展中國農業科學的動力來源之一。戰後初期，臺灣農林事業因受戰爭破壞嚴重，大部分的日籍技術人員被遣送回國，技術指導力量減低，加上經濟混亂，財政困難，對農業復原造成阻力。在技術人員呈現斷層之際，原本來臺接收的人員及大批隨中華民國政府來臺的農業技術官僚或農學家遞補了這個空白。如何以科學技術復原，在日本奠下的基礎上再創新農學，是當時農業從業者的共識。
中華農學會曾經是中國規模最大的農學社團，在臺灣這個新環境中如何重新彙整力量？在農業復原階段發揮功能？臺灣的中華農學會會員分布於政界、教研與生產單位，本文將從在中央政府與臺灣省政府農林廳任職，以及在大學任教的會員們的關係與作為，觀察在接收與復原階段，農學研究如何與農政、生產單位連結成社群？彼此如何相互支援？從他們的論述中，臺灣的農業發展應如何定位、發展？
臺灣農學會在2016年出版了《臺灣農業學術研究與發展》，2定位了中華農學會的學術角色，其第一章〈臺灣農學會會史〉雖縷述了中華農學會簡史，但上一段筆者的提問，仍有待解答。因此，本文擬以三部分討論以下問題：
1.中華農學會在臺復會之背景、過程。
2.會務領導與執行者的背景，與學界、政界、產業界的關係。
3.中華農學會的功能與人才的獎勵。
本文主要探討在中國大陸成立的中華農學會在臺灣重新復會，建立學界、官界與產業界的網絡關係。1974年李崇道擔任理事長時期，政府頒布了〈農業發展條例〉，為農業、農村、農民問題發聲。1980年，沈宗瀚辭世，經歷戰亂與復原的農業老兵也日漸凋零。1981年之後的理事長開始由戰後農業大學培育的第二代接棒或行政院農業委員會相關人員擔任，人際網絡進入另一個階段。
一九八○年代的農業問題也非土地、農工合作，而是如何因應國際化問題，是另一波更嚴峻的挑戰。因此，本文將討論時間斷限在1980年第22屆理事長馬保之任期結束之時。
