She received her first Ph.D. in Law from the National Taiwan University in 1992, and a second Ph.D. in Law from the University of Munich, Germany in 1997. She was a Fulbright scholar to Stanford, 2001-2003. Professor Chang has taught law at several universities in Taiwan. She held the position Chairman of Taiwan Criminal Law Society, and was the Commissioner of the Fair Trade Commission, Executive Yuan, Taiwan. She has published numerous books and articles on law.

Preface 2017 It has been ten years since the last edition of this book. In the interim,criminal procedure law in Taiwan experienced substantial modifications. This book must undergo corresponding revision to keep pace with thechanges, to continue verifying the direction of criminal procedure reform. In addition to content update, this current edition incorporated a few new chapters. Besides addressing important issues in criminal procedure law, I have expanded the horizon to include significant matters that involve criminal procedure. Given today’s development in information technology, the surveillance of internet communication has become a powerful tool to detect or investigate organized crime and terrorism. But how to ensure simultaneously the public’s freedom of communication and privacy? How to protect human rights and the integrity of the discovery process at the same time? These topics demand attention. With technological progress come advances in electronic monitoring. This book adopts the empirical research approach, and I conducted in-depth interviews with several probation officers in electronic monitoring to understand how it is operationalized in order to make recommendations for legislation consideration. Further, 2012 witnessed the second major modification of criminal procedure law in Mainland China, which included “respect and protection of human rights” in criminal procedure. That proved to be a momentous step forward, and this present edition entails new materials in accordance with such a move. I am thankful to my many research assistants who diligently dedicated efforts toward making this new edition possible, laboring in the midst of the summer heat. My gratitude is due to WU-NAN Books Company, Ltd. which has assisted me from the start. The publication of my book titled Theory and Application of Criminal Procedure Law in September, 1995 established my relationship with WU-NAN and helped broaden my academic publishing journey. It has been more than twenty years and WU-NAN has always insisted on the quality of its publications, allowing multiple reincarnations of this book. I am deeply grateful to WU-NAN for its continuous support. I especially thank my good friend Dr. Maria W. Chee, Ph. D., Senior Administrative Director for Faculty Development and Institutional Compliance at the School of Continuing and Professional Studies, University of Virginia, Charlottesville. It is due to her invitation that I had the opportunity to visit and attend a meeting at the beautiful University. I also appreciate her assistance with the translation of this Preface into English. On August 12, 2017 in Charlottesville, several white nationalist demonstrators mostly from out-of-town broke into violent confrontation with many local residents who were counter-protesting at the historic downtown mall, a five-block long pedestrian area flanked by green trees, sidewalk cafes, eateries and shops. One individual from Ohio purposely plowed a car into a large crowd of locals which resulted in one death and several injuries. I happened to be visiting the University of Virginia shortly after the event, and I could feel palpably the impact of such racially motivated incident on this charming college town. A poster pasted on the window of a restaurant reads as follows: “Minority rights are human rights.” Such is indeed the goal and spirit of criminal procedure law.
